WHAT IS ULEZ SCRAPPAGE SCHEME?
In January 2023, the Mayor of London, Sadiq Khan, launched a Β£110 million scrappage scheme for residents to trade in their older, non-compliant cars for newer, less polluting ones with a grant of up to Β£2000. Initially, the scheme was only available to those on certain low incomes and disability benefits.
But in August 2023, just days before the ULEZ zone expansion, the scheme was extended for all residents in Londonβs 32 Boroughs. To be eligible for the grant, residents must own a non-compliant vehicle, including cars, motorcycles (including mopeds, motorised tricycles and quadricycles) or wheelchair-accessible vehicles (including cars and vans).
The vehicle must be registered to the applicant (at the applicantβs address) with the Driver and Vehicle Licensing Agency (DVLA) on or before 30 January 2022. The vehicle must also have MOT, valid insurance and road tax.
IS MY CAR ULEZ-COMPLIANT?
For a car to be ULEZ compliant on the road in the London Ultra Low Emission Zone, it must meet the following emissions standards for both Nitrogen Oxide (NOx) and Particulate Matter (PM):
- Euro 4 for petrol cars
- Euro 6 for diesel cars
- Euro 3 for mopeds, motorcycles, motorised tricycles and quadricycles
Therefore, petrol cars, in most cases registered after 2005, are compliant, and diesel cars generally registered after September 2015 are compliant.
However, some vehicles older than those dates are known to meet the air pollution standards, so itβs worth checking your vehicle with the Transport for London ULEZ checker.
A similar scheme is available for owners of non-compliant vans.
HOW MUCH ULEZ SCRAPPAGE GRANT?
Greater London residents that own a non-compliant vehicle can claim:
- Scrap car β Β£2,000
- Scrap a car β Β£1,600 plus an adult-rate Annual Bus & Tram Pass.
- Scrap a car β Β£1,200 plus two adult-rate Annual Bus & Tram Passes.
- Scrap a motorcycle β Β£1,000
- Scrap a motorcycle β Β£600 plus one adult-rate Annual Bus & Tram Pass.
- Scrap a motorcycle β Β£200 plus two adult-rate Annual Bus & Tram Passes.
- Scrap a wheelchair-accessible vehicle (car or van) β Β£10,000 (previously Β£5,000)
- Retrofit a wheelchair-accessible vehicle (van only) β Β£6,000 (previously Β£5,000)
The Government’s TFL scrappage grant scheme is available on a first-come, first-served basis to owners of qualified vehicles in the ULEZ Zone.
WHERE IS THE NEW LONDON TFL SCRAPPAGE SCHEMEΒ ZONE?
The TFL scrappage scheme has now been expanded from central London boroughs to include the 32 Boroughs of Greater London, stretching nearly to the north and south circular roads. The scrappage scheme helps promote clean air zones and minimise the impact of polluting vehicles that don’t meet current environmental standards and have to pay a daily charge to drive within the ULEZ emission zone. The scheme offers grant payments to London residents and qualifying vehicles on a first-come, first-served basis for older petrol car or diesel cars, motorbikes, vans or minibuses.

What are the main scrappage scheme requirements?
1. You live in a ULEZ zone and are eligible for the grant.
2. You have successfully applied pending a Certificate of Destruction (COD) for the affected vehicle.
3. You have disposed of your affected vehicle with a registered Authorised Treatment Facility (ATF), which has provided you with a Certificate of Destruction (COD).
What role does an Authorised Treatment Facility (ATF) play in the scrappage scheme?
An ATF is a business registered to handle End of Life vehicles (ELV) and issue a Certificate of Destruction. A company must be registered to issue a recognised COD.
